Why this project exists, who runs it, how it is funded, and how to cite it.

Mission

The Observatory documents the intersection of California and federal veteran education programs: what applies, who controls each step, what each program covers and excludes, how programs interact, what campuses and counties actually publish, where official sources agree or conflict, and what reliable data exist on access and outcomes. Existing resources usually address these questions separately; this project works the seams.

Name

Before adopting the name, the Observatory ran an exact-name and similar-name search (2026-08-26). No organization operates as the California Veteran Education Observatory; the nearest similarly scoped body, the California State Approving Agency for Veterans Education, has a different name and a different role (program approval, not research), and this project is not affiliated with it.

Researcher

Alec Morgan, MPA. U.S. Marine Corps veteran, adjunct professor, and founder and research publisher of The Veteran Benefit Desk, whose original public administration research, filed public comments, and public-records work are documented on the research desk and the public FOIA log. ORCID: 0009-0009-1894-4361.

Funding and independence

The Observatory is funded by The Veteran Benefit Desk and follows the desk's editorial independence policy. No agency, campus, or vendor pays for coverage or reviews content before publication, other than the neutral factual-review process described in the methodology.
