Coverage statement computed from the live archive on September 12, 2026 (data release 1.0.31). The catalog served to your key at /api/v1/catalog reads the same computation, so this page and your license can never disagree.

Production license

The rate tables, regulations and rating criteria in force today and back through the modern record, plus monitoring of the official sources that change them.

What you receive: Key gated REST JSON under /api/v1 with as-of, versions and catalog endpoints, official source citations and SHA-256 hashes on every record, an OpenAPI 3.1 contract, signed webhooks for regulation.published and bill.activity events, a tenant portal, and a Service Level Agreement per contract. Every as-of answer states whether the version is in force on an established effective date (EXACT), confirmed as of an edition anchor (BOUNDED), or only known to have been published (PUBLICATION ONLY).
Price and delivery: Annual license, quote based, scoped to products and volume. Sandbox key during evaluation; production key and portal login on signature.

38 CFR Parts 3 and 4, exact-date text: 424 sections and 839 archived versions from the eCFR baseline of December 14, 2016 through the latest amendment of February 27, 2026, with XML and hashes.
38 CFR annual editions 1997 through 2016: section versions read from each July 1 edition and dated by the Federal Register rule that produced them (236 rules from federalregister.gov, 1994 onward): Part 3 310 windows on exact effective dates and 480 still bound to the edition date; Part 4 50 exact and 141 edition bound. Edition-bound windows are reference material: they tell you how a section read on July 1, not the day it changed.
Rating schedule criteria: 773 diagnostic codes and 1,206 criteria versions from the 1997 edition forward, with exact Federal Register effective dates where pinnable and an honest change window where edition bound.
Federal Register archive: 1,601 VA rules and proposed rules published January 4, 1994 through July 28, 2026, searchable by year, type and text.
Congress bills: 25,780 veteran matched bills from the 38th through the 119th Congress, from the GovTrack mirror of official Congress data.
Change monitoring: monitored official sources are fingerprinted on a schedule; 0 structured change events on record.

Known exclusions and limitations

Rate tables before December 1, 1999 are part of historical research access, not the current data license.
Edition-bound annual edition windows are reference material: they tell you how a section read on July 1 of that year, not the exact day a change took effect. Where two rules amended a section between editions, the interval between them is an explicit gap that names both rules and returns no text.
The change event feed is a monitor, not a backfilled history; it is empty until a monitored source changes.

Historical research access

Production license, add-on

The law and the rates as they read on any covered date, reconstructed from the Statutes at Large and the Federal Register and labelled verified, derived or gap on every window. Built for attorneys and researchers who need the version in force on a decision date.

What you receive: The same as-of endpoints opened to historical dates within your licensed depth: statutory rate chains, the rates history timeline from 1933, the Part 4 rating schedule before July 1, 1997, Title 38 section text as it read on any date from 1958 through the graph product, Federal Register amendment genealogy with archived page scans, and public law or Federal Register citations plus archived source provenance on every window. Contemporaneous interpretations are separated from later ones by decision date, and an interpretation whose issue date is known only to the year is reported as uncertain rather than assumed. Statute text and bulk export are separate grants.
Price and delivery: Annual add-on priced by contract: licensed depth (start date), statute text, bulk export and use rights are each stated on the Order Form. Enabled on your existing tenant; the catalog shows licensed_from and the grants; requests outside the licensed depth return a 403 with a stable error code.

Known exclusions and limitations

30 pre-1997 Part 4 sections remain open: rating tables printed as images (4.71a, 4.84a, 4.87), one figure split instruction (4.78) and OCR limits on 4.7, 4.25, 4.30, 4.96, 4.97 and 4.130. Their gap windows carry no text.
Title 38 gap chains (sections 1724, 1731, 1810, 1820, 1922, 3102, 3202, 3301, 3710, 3720, 4001, 4002, 4004, 401, 4202, 4206, 4208, 5302, 5701, 5702, 7101, 7102, 7104, 7802, 7808) return the gap label, never inferred text.
Derived windows come from one direction of replay only and are labelled derived; contracts quote verified coverage, not derived coverage.
Judicial precedent covers precedential decisions only: CAVC single judge memorandum decisions are not loaded. Federal Circuit and Supreme Court decisions after the Caselaw Access Project volumes end (2019) arrive through a quota limited feed (3,789 decisions listed, text pending); a decision's holding is joined to the section it cites, not to a particular version of that section.
Additional material enters the customer release only after it passes verification; loading continues separately.

What you receive: Tracked VA form versions (form in force on a date) with official VA Forms API lineage, revision dates and PDF hashes; the VA forms catalog in the developer tier.
Price and delivery: No separate charge and no credit consumption. Available to any active key; authentication and per minute limits still apply.

Forms data is reference material sourced from VA's official catalog and is not a standalone product, add-on or paid lookup.

Controlled pilots

Pilot only

Interpretive and generated capabilities that are not part of the ordinary license. They are enabled per tenant only where the required validation and approvals are documented, with no production readiness promise.

What you receive: Deterministic benefit rules with evaluation traces, grounded question answering and statement verification, generated law in force briefs, citation drift conclusions, and the developer tier source check.
Price and delivery: Not sold under the ordinary license. Pilot enrollment is agreed in writing. Enabled on a named tenant or developer account by Aurelis; responses carry X-Release-Status: pilot.

Known exclusions and limitations

A pilot label is not a substitute for verification: these capabilities stay outside ordinary paid entitlements until their validation is documented.

Every record carries effective dates and supersession history. Ask what a rate, regulation or statute was on any covered date and get the exact version that applied, reproducibly.

Complete provenance

Every fact links to its official source with a locator, retrieval date, and an archived snapshot hash. Nothing is published without lineage.

Honest labels

Every historical window states whether it is verified, derived or a gap. Gap windows return no text. Annual edition text is labelled reference material, separate from exact-date reconstructions.

Human-governed publication

Critical records require two approvals from different reviewers before release. Only released versions are retrievable.

De-identified by design

The API works on policy attributes, never on a person. No endpoint asks for a name, claim number or record, and inputs that carry personal identifiers are rejected.

Scoped licensing

Products, historical depth, environments and use rights are granted per contract. The live catalog at /api/v1/catalog states exactly what each tenant is licensed to read and the release status of every product.

How licensing works

Licensing is annual and quote based, scoped to your products, volume, historical depth, environments, and use rights. Each use type (internal search, retrieval-augmented answering, customer-facing delivery, OEM) is a separate grant. The sequence is: request a demo, receive a quote and Order Form under the API Terms of Service, Data Processing Addendum and Service Level Agreement, then sandbox credentials for evaluation and production credentials plus a portal login on signature. Invoices are issued per contract; there is no card checkout for enterprise licenses.

Clear and unmistakable error research is a use case of the historical research access: attorneys retrieve the rate table, regulation or statute in force on a decision date with its citation and archived provenance. We do not prepare claim filings or sell individual evidence packets.

Independence, stated plainly

The Veteran Benefit Desk remains free for veterans and families. Enterprise licensing funds the research operation and never grants any customer influence over public editorial content. The enterprise products collect no veteran personal information, and tenant data is never used to train models. Paid access is governed by a written API Terms of Service, Order Form, Data Processing Addendum, and Service Level Agreement rather than by the public website's Terms of Use.
