Veterans who spent years around JP-8 often assume that because jet fuel appears on no presumptive list, a claim is hopeless. VA's own Section 510 PACT Act report to Congress documents the health signals, and its own Loma Linda research links fuel exposure to auditory processing problems a standard hearing test misses. Research like this is exactly what a direct service connection claim is built on.
Why jet fuel matters in VA claims
If you fueled aircraft, repaired fuel cells, worked a flight line, drove fuel trucks, or slept downwind of a fuel farm, you were around one of the most common chemical exposures in the military. JP-8 alone was for decades the standard fuel across the services, and JP-4, JP-5, and Jet A sit in the same hydrocarbon family.
Jet fuel exposure is not on any presumptive list. That means VA does not presume a connection between the fuel and a later condition. But the research summarized here comes from VA itself, and research like this is exactly what a direct service connection claim is built on: exposure history plus a current diagnosis plus a medical opinion connecting the two.
The report Congress ordered
Section 510 of the PACT Act required VA to deliver a report to Congress on the health effects of the jet fuels used by the armed forces. VA submitted Health Effects of Jet Fuels Used by Armed Forces to the House and Senate Veterans' Affairs Committees on September 15, 2023. The full report lives on govinfo, and VA published a condensed summary for veterans. Both are cited below.
The report reviewed the research on JP-4, JP-5, JP-8, and Jet A across body systems. In everyday terms, here is what it found:
- Nervous system. Slight evidence linking exposure to memory problems, hearing impairments, slower reaction times, and difficulties with coordination and fine motor skills.
- Mental health. Slight evidence of attention problems, cognitive difficulties, trouble with emotional regulation, and depression.
- Respiratory system. Slight evidence of reduced lung function and more respiratory symptoms: coughing, difficulty breathing, nasal congestion. Personnel working in enclosed spaces where vapors accumulate carried the higher risk.
- Cancer. Some research points to a possible increased risk of kidney and bladder cancer, but the data were not conclusive and the report could not separate fuel exposure from other risk factors.
- Skin. Direct contact can cause immediate irritation, drying, and inflammation.
"Slight evidence" is the report's own careful language. It does not mean no effect; it means the studies so far are limited, often confounded by noise and stress, and more research is needed. The report specifically called for more study of women and minority service members, whose exposures are underrepresented in the existing data.
The hearing finding most veterans have never heard of
A VA study out of the Loma Linda VA found something that standard hearing tests miss entirely. Exposure to JP-8, even at levels considered subtoxic, was linked to auditory processing dysfunction: the ear picks up the sound fine, but the brain has trouble deciphering the message.
Veterans with this problem can pass a hearing test and still struggle to follow conversation, especially in noise. The researcher behind the study described it as something like dyslexia, but for the ears. The study also found the effect was worst with combined exposure: jet fuel plus hazardous noise together did more damage than either alone, and flight lines deliver both at once.
Why this matters for a claim:
- If you worked around fuel and noise, say so explicitly in your claim and at your C&P exam. Our noise exposure lookup shows whether VA already concedes hazardous noise for your MOS.
- If your audiogram looks "normal" but you struggle to understand speech, tell the examiner. Speech recognition scores are part of the hearing loss rating formula, and difficulty understanding speech in noise is worth documenting even when pure tone thresholds pass.
- Tinnitus does not require a failed hearing test at all.
Who was most exposed
The report and the underlying studies consistently point to:
- Fuel handlers and fuel farm personnel
- Aircraft maintainers, especially fuel cell and fuel system repair (working inside tanks is the highest concentration exposure there is)
- Flight line crews, crew chiefs, and aircrew
- Vehicle and equipment operators who handled diesel and kerosene family fuels, since the hydrocarbon class is largely the same
If your duties put fuel on your skin or vapors in your air regularly, that history belongs in your service records narrative, your lay statement, and your buddy statements.
How to use this research in a claim

- Get the current condition diagnosed. The claim needs a present day diagnosis, whether that is a respiratory condition, a neurological finding, a cancer, or documented auditory processing problems.
