West Virginia refunds homestead property tax through a refundable income tax credit for veterans rated 90 percent or higher, gives free lifetime hunting and fishing licenses to resident veterans rated 100 percent permanent and total (and former POWs), in state tuition at West Virginia public colleges, and reduced state park fees.

Property tax exemption

Threshold: 90%+ rating (refundable tax credit); 65+ or permanently/totally disabled ($20,000 homestead exemption)

West Virginia's Disabled Veteran Real Property Tax Credit (starting with 2024 returns) is a refundable state income tax credit equal to the timely paid property tax on the homestead for honorably discharged veterans with a 90 percent or higher VA combined rating (excess over tax liability is refunded). Separately, the standard Homestead Exemption removes $20,000 of assessed value for residents 65+ or permanently and totally disabled. There is no full property tax exemption for 100 percent disabled veterans.

West Virginia fully exempts military retirement pay from state income tax and does not tax VA disability compensation or Dependency and Indemnity Compensation (DIC).

Disabled veteran plates

West Virginia issues no-cost special plates to veterans rated 100 percent permanent and total, VA automobile-grant recipients, former POWs, Purple Heart recipients, and Pearl Harbor survivors; standard veteran plates are available to other honorable veterans for a one-time fee.

West Virginia adds 5 points to an honorably discharged veteran's public employment exam score, and 10 points for veterans with any VA disability rating or a Purple Heart (added only to a passing score).

In state tuition

Under 38 USC 3679(c) (originally Section 702 of the Veterans Access, Choice, and Accountability Act), every public college that accepts Post-9/11 GI Bill or Montgomery GI Bill students must charge in state tuition to covered students using their GI Bill, regardless of state residency. The old requirement to enroll within 3 years of separation was removed by the Isakson and Roe Act effective August 1, 2021, so there is no longer a time limit after discharge. State specific extensions to this rule are noted below where applicable.

Dependent / survivor education

Threshold: Children / spouses of line-of-duty deaths; war orphans

West Virginia waives tuition and fees (up to 8 semesters) at state institutions for the surviving spouses and children of service members killed in the line of duty, and the War Orphan Education Program provides up to $2,000 per year for children (16-25) of deceased wartime veterans.

Hunting and fishing license

Threshold: 100% P&T service connected, former POW, or registration-fee-exempt (free lifetime license)

West Virginia gives free lifetime hunting and fishing licenses to resident honorably discharged veterans who are 100 percent permanently and totally service-connected disabled, former POWs, or qualify for the motor vehicle registration fee exemption - not to all veterans rated 50 percent or higher.

Threshold: 100% P&T / VA auto grant / POW (free licenses); veterans and active duty (lodging discount)

West Virginia State Parks give veterans and active-duty members a lodging discount at park resorts, and the state provides free lifetime hunting and fishing licenses to resident veterans who are 100 percent permanently and totally service-connected disabled, VA automobile-grant recipients, or former POWs.

The Donel C. Kinnard Memorial State Veterans Cemetery in Dunbar offers no-cost burial for eligible veterans, their spouses, and dependent children, using national-cemetery eligibility rules.
