South Carolina

South Carolina exempts 100 percent permanent and total disabled veterans (and their surviving spouses) from all property taxes on the primary residence and up to five acres, free hunting and fishing licenses for resident veterans rated 50 percent or higher, in state tuition at South Carolina public colleges, and free state park admission for qualifying veterans.

South Carolina Department of Veterans Affairs

Property tax exemption

Property tax
Threshold: 100 percent permanent and total service connected (South Carolina resident)

Full exemption from property tax on the primary residence and up to five acres. Transfers to the unremarried surviving spouse. Also exempts one personal motor vehicle.

State income tax

Income tax
Threshold: All residents

South Carolina does not tax VA disability compensation, and military retirement pay is fully deductible (100% exempt) from South Carolina income tax.

Disabled veteran plates & registration

Vehicle
Threshold: Wartime disability: loss of use of limbs, blindness, or total permanent rating (DV plate); 100% P&T (tax exemption, 2 vehicles)

South Carolina issues the Disabled Veteran plate to veterans disabled during wartime service and certified by the VA for loss of use of one or both legs or arms, permanent blindness in both eyes, or a total and permanent disability rating; handicapped-parking privileges require physician certification (Form RG-007A). Separately, veterans rated 100 percent permanent and total can claim a property tax exemption on up to two vehicles through the SC Department of Revenue. Medal of Honor and POW plates are free.

Public employment preference

Employment
Threshold: Honorably discharged veterans (preference + guaranteed interview)

South Carolina ranks qualified veterans over non-veterans for state jobs and requires that at least one qualified veteran be interviewed for each opening.

In state tuition

Tuition
Threshold: South Carolina-resident veteran

Under 38 USC 3679(c) (originally Section 702 of the Veterans Access, Choice, and Accountability Act), every public college that accepts Post-9/11 GI Bill or Montgomery GI Bill students must charge in state tuition to covered students using their GI Bill, regardless of state residency. The old requirement to enroll within 3 years of separation was removed by the Isakson and Roe Act effective August 1, 2021, so there is no longer a time limit after discharge. State specific extensions to this rule are noted below where applicable. South Carolina extends in state tuition to honorably discharged veterans and their dependents.

Dependent / survivor education

Family education
Threshold: Children (under 26) of KIA, 100% P&T, or wartime veterans

South Carolina waives tuition at state-supported colleges and technical schools for the children (age 26 or under) of veterans who were killed in action, died of a service cause, are 100% P&T, or had qualifying wartime service.

Hunting and fishing license

Hunting & fishing
Threshold: 50 percent or higher service connected (South Carolina resident)

Free disabled veteran combined hunting and fishing license.

State park entrance

State parks
Threshold: Permanent and total disability (free entry); 100 percent disabled residents (half-price passport)

South Carolina residents who are veterans classified as permanently and totally disabled may enter any state park free of charge. Separately, 100 percent disabled residents may buy the annual ALL Park Passport (unlimited entry for everyone in the vehicle) at half price.

Camping & recreation

Recreation
Threshold: 100% service-connected (free entry); all disabled vets (50% off Passport)

Resident veterans rated 100% service-connected get free admission to all South Carolina state parks, and disabled veterans (and SC National Guard) can buy the annual Palmetto Passport at half price.

State veterans cemetery

Burial
Threshold: Eligible veterans, spouses, dependents

The M.J. 'Dolly' Cooper Veterans Cemetery (Anderson) provides the plot, opening/closing, and perpetual care at no cost for eligible veterans and their spouses and dependents.
