Pennsylvania offers a Disabled Veterans' Real Estate Tax Exemption (full exemption) for veterans rated 100 percent service connected with income-based eligibility, free hunting and fishing licenses for resident veterans rated 100 percent, in state tuition at PASSHE and state-related universities, and discount programs for state parks.

Property tax exemption

Full exemption from real estate tax on the primary residence. Subject to annual income limit (currently around $108,046 in 2026) with hardship review.

State income tax

Pennsylvania does not tax VA disability compensation, and it does not tax military retirement pay: the Department of Revenue's Personal Income Tax Guide lists retired or retainer pay of a uniformed service member (10 U.S.C.) as not taxable compensation, with no age limit and no income cap.

Disabled veteran plates & registration

PennDOT issues a Severely Disabled Veteran plate (100% service-connected) that also grants disabled-parking privileges for a small fee, plus a Disabled Veteran plate for veterans with a service-connected disability.

Threshold: Wartime veterans; 10-point preference at 30%+ compensable disability

Pennsylvania grants veterans' preference for state civil service jobs, including a 10-point preference for veterans with a 30% or greater compensable service-connected disability who pass the exam.

In state tuition

Threshold: Pennsylvania-resident veteran

Under 38 USC 3679(c) (originally Section 702 of the Veterans Access, Choice, and Accountability Act), every public college that accepts Post-9/11 GI Bill or Montgomery GI Bill students must charge in state tuition to covered students using their GI Bill, regardless of state residency. The old requirement to enroll within 3 years of separation was removed by the Isakson and Roe Act effective August 1, 2021, so there is no longer a time limit after discharge. State specific extensions to this rule are noted below where applicable. Pennsylvania extends in state tuition to active duty military and certain dependents.

Threshold: Child (16-23) of a veteran who died in service or is 100% P&T from a wartime disability

The DMVA Educational Gratuity Program pays up to $500 per term toward college for the children (ages 16-23, with financial need) of Pennsylvania veterans who died in wartime service or are 100% permanently and totally disabled from a wartime service-connected condition.

State park entrance

State parks
Threshold: Free day-use entry for everyone; discounted camping for people with disabilities

Overnight camping in Pennsylvania state parks is a paid service (base campsite prices vary by park), and campers with disabilities - including disabled veterans - qualify for DCNR's discounted campsite rate of $4.50 off per night, for residents and non-residents alike. Day-use entry to Pennsylvania state parks is free for everyone; DCNR charges no entrance fee (per its state parks overview page).

Camping & recreation

Threshold: 100% disabled veterans (free admission; reduced camping); 60%+ for reduced licenses

Pennsylvania gives veterans rated 100% disabled free state-park admission and discounted camping, plus free lifetime hunting and fishing licenses (reduced-fee licenses for 60-99% disabled veterans).

Veterans cemetery & burial

Burial
Threshold: Honorably discharged veterans and eligible dependents

Eligible Pennsylvania veterans and dependents may be buried at the VA national cemeteries in Pennsylvania (such as Indiantown Gap, National Cemetery of the Alleghenies, and Washington Crossing) at no cost for the veteran's grave, opening/closing, and marker.
