State income tax
Oregon does not tax VA disability compensation. Military retirement pay is partly exempt - Oregon subtracts the portion earned from federal service before Oct. 1, 1991; pay for later service is taxed.
Disabled veteran plates & registration
Oregon offers a Disabled Veteran plate for a one-time $15 permanent registration fee (no renewal) to veterans with any service-connected disability.
Public employment preference
Oregon adds 5 points to a veteran's final state-employment test score and 10 points for disabled veterans, with extra preference at the 10-29% and 30%+ rating levels.
In state tuition
Under 38 USC 3679(c) (originally Section 702 of the Veterans Access, Choice, and Accountability Act), every public college that accepts Post-9/11 GI Bill or Montgomery GI Bill students must charge in state tuition to covered students using their GI Bill, regardless of state residency. The old requirement to enroll within 3 years of separation was removed by the Isakson and Roe Act effective August 1, 2021, so there is no longer a time limit after discharge. State specific extensions to this rule are noted below where applicable.
Dependent / survivor education
The Oregon Veterans' Dependent Tuition Waiver covers full tuition for a degree for the children and unremarried spouses of service members who died on active duty or are 100% disabled (Purple Heart dependents also qualify).
Hunting and fishing license
Reduced fee Pioneer Disabled Veteran Combination License.
State park entrance
Free annual Oregon Pacific Coast Passport and reduced fees at all Oregon state parks for qualifying veterans.
Camping & recreation
Oregon's Special Access Pass is free for Oregon veterans with any level of service-connected disability (VA letter plus proof of residency), is valid for 10 years, and provides free day-use parking at fee parks plus free RV, tent, and horse-camp camping - limited to four nights at a time at a single park or four nights per calendar month. Cabins, yurts, reservation fees, and extra-vehicle fees are not covered.
Veterans cemetery & burial
Oregon does not operate a state veterans cemetery; eligible Oregon veterans are served at no cost to the family by the VA national cemeteries in Oregon - including Willamette National Cemetery in Portland, Eagle Point, and Roseburg - which provide the gravesite, opening and closing, perpetual care, a government headstone or marker, and a burial flag. ODVA can help confirm eligibility.
Oregon ranks 18 of 51 for rural veterans' access to accredited help: 6.14 accredited representatives per 10,000 veterans, with 25.7 percent of its veterans living rural.
