New York offers three property tax exemptions for veterans (Alternative, Cold War, Eligible Funds), municipality opt-in. $5-first-license fishing, hunting, and trapping privileges for resident veterans rated 40 percent or higher; in state tuition at SUNY and CUNY for veterans; free Lifetime State Pass to state parks for veterans rated 40 percent or higher.

Alternative Veterans' Exemption: percentage exemption (15 percent wartime, 25 percent combat zone, plus rating percentage) on assessed value. Municipalities choose whether to offer the exemption.
State income tax
New York does not tax VA disability compensation (amounts excluded from federal gross income are not taxed by New York). Military pension payments received by retired military personnel or their beneficiaries are totally exempt from New York State, New York City, and Yonkers income taxes - no age limit and no income cap. Active duty pay of residents remains taxable.
Disabled veteran plates & registration
Veterans who qualify as disabled under federal Title 38 can obtain fee-exempt vehicle registration from the NYS DMV, and free custom plates are available to Medal of Honor recipients and former POWs.
Civil service credits
New York adds civil service exam credits: 5 points for war-era veterans (2.5 on promotions) and 10 points for veterans with a service-connected disability or a Purple Heart. A Governor's program also opens certain state jobs to veterans with disabilities without an exam.
In state tuition
Under 38 USC 3679(c) (originally Section 702 of the Veterans Access, Choice, and Accountability Act), every public college that accepts Post-9/11 GI Bill or Montgomery GI Bill students must charge in state tuition to covered students using their GI Bill, regardless of state residency. The old requirement to enroll within 3 years of separation was removed by the Isakson and Roe Act effective August 1, 2021, so there is no longer a time limit after discharge. State specific extensions to this rule are noted below where applicable. The SUNY and CUNY systems both extend in state tuition to honorably discharged veterans regardless of prior domicile.
Dependent / survivor education (MERIT)
New York's MERIT Scholarship (Military Enhanced Recognition Incentive and Tribute) covers up to four years of full-time undergraduate study - tuition plus certain non-tuition costs - at approved New York postsecondary institutions for the children, spouses, and financial dependents of service members who, while New York residents, died, became severely and permanently disabled, or went missing in action while performing military duties (combat or non-combat).
Hunting and fishing license
New York residents with a 40 percent or higher service-related disability pay $5 for their first fishing, hunting, or trapping license each calendar year - the other qualifying licenses are then free for the rest of that year - plus free bowhunting and muzzleloading privileges with a hunting license and preference in Deer Management Permit selection. Apply with a VA letter and proof of residency.
State park entrance
Free Lifetime Liberty Pass providing day use entry to all New York state parks and historic sites.
Camping & recreation (Lifetime Liberty Pass)
The Lifetime Liberty Pass is free for New York veterans rated 40% or higher service-connected and for Gold Star families. It gives free vehicle entry to state parks, free golf at 28 state courses, free pool access at 36 pools, and discounted camping and cabins.
Veterans cemetery & burial
Eligible New York veterans may be buried at no cost to the family in the VA national cemeteries in New York (including Calverton and Long Island National Cemeteries, Gerald B.H. Solomon Saratoga, Bath, and Woodlawn) - the gravesite, opening and closing, perpetual care, government headstone or marker, and burial flag are provided. New York State also operates the Finger Lakes state veterans cemetery. The Division of Veterans Services can confirm eligibility.
New York ranks 43 of 51 for rural veterans' access to accredited help: 12.80 accredited representatives per 10,000 veterans, with 22.3 percent of its veterans living rural.
