North Carolina offers a Disabled Veteran Property Tax Exclusion that excludes the first $45,000 of assessed value for veterans rated 100 percent permanent and total. Free hunting and fishing licenses for resident veterans rated 50 percent or higher; in state tuition at UNC System and Community Colleges for qualifying veterans; free annual state park pass.

North Carolina does not tax VA disability compensation. Under Session Law 2021-180, military retirement pay is fully deductible from state income tax if the retiree served at least 20 years or was medically retired under 10 U.S.C. Chapter 61 (severance pay does not qualify). Retirees vested with five or more years of creditable service as of August 12, 1989 are instead covered by the Bailey settlement exclusion.

Disabled veteran plates & registration

North Carolina issues a Disabled Veteran license plate with the plate fee waived for veterans rated 100% permanent and total or individually unemployable; a partially disabled veteran plate is available at no extra plate fee. An accredited service officer's certification is required.

North Carolina gives veterans hiring preference in state government, adding preference points on state applications, with extra consideration for disabled veterans and the surviving spouses of disabled veterans.

In state tuition

Under 38 USC 3679(c) (originally Section 702 of the Veterans Access, Choice, and Accountability Act), every public college that accepts Post-9/11 GI Bill or Montgomery GI Bill students must charge in state tuition to covered students using their GI Bill, regardless of state residency. The old requirement to enroll within 3 years of separation was removed by the Isakson and Roe Act effective August 1, 2021, so there is no longer a time limit after discharge. State specific extensions to this rule are noted below where applicable. North Carolina extends in state tuition to honorably discharged veterans regardless of prior domicile.

Dependent education (Children of Wartime Veterans)

Threshold: Child under 25 of a disabled, deceased, POW/MIA, or Purple Heart wartime veteran

North Carolina's Scholarship for Children of Wartime Veterans covers tuition and fees (and in some classes room and board) for up to eight semesters for the children (under age 25) of veterans who are disabled, deceased, POW/MIA, or Purple Heart recipients from a period of war.

State park entrance

State parks
Threshold: Service-connected disability (free annual pass); all veterans/military ($6/night camping discount)

Under a 2024 state law, North Carolina State Parks issues a free Annual Pass to veterans with service-connected disabilities (submit a VA Summary of Benefits letter). All veterans and active-duty military also get $6 per night off qualifying campsite reservations and reduced entrance fees at Falls Lake, Jordan Lake, and Kerr Lake recreation areas.

Camping & recreation

Threshold: Honorably discharged veteran with a service-connected disability (free annual pass)

A 2024 state law provides a free State Parks annual pass (otherwise $90) to honorably discharged veterans with a service-connected disability, covering year-round access plus equipment rentals, swimming, and boat launches.

Threshold: Eligible North Carolina veterans, spouses, and dependents

North Carolina operates four state veterans cemeteries (Black Mountain, Goldsboro, Jacksonville, and Spring Lake) offering free burial for eligible veterans with military honors; a modest charge may apply for a spouse.
