Michigan fully exempts 100 percent permanent and total disabled veterans (and their unremarried surviving spouses) from all property taxes on the homestead, gives free hunting and fishing licenses to qualifying veterans, in state tuition at Michigan public universities, and free state park entry (Recreation Passport exemption) for Michigan vehicles with Disabled Veteran, ex-POW, or Medal of Honor plates.
Michigan Department of Veterans AffairsProperty tax exemption
Full exemption from all property taxes on the primary residence (Michigan Compiled Laws 211.7b). Transfers to the unremarried surviving spouse.
State income tax
Michigan does not tax VA disability compensation, and military retirement pay for service in the U.S. Armed Forces or Michigan National Guard is 100% exempt from Michigan income tax (claimed as a subtraction on Schedule 1).
Disabled veteran plates & registration
Michigan issues Disabled Veteran license plates; the permanent plate for totally and permanently disabled veterans carries a one-time $5 fee, never expires, and needs no renewal tab. DV-plate holders also get free vehicle entry to state parks (no Recreation Passport needed).
Civil service preference
Michigan provides civil service veterans' preference, giving veterans (and in some cases surviving spouses) preference points that rank them higher than non-veterans with similar qualifications for state jobs.
In state tuition
Under 38 USC 3679(c) (originally Section 702 of the Veterans Access, Choice, and Accountability Act), every public college that accepts Post-9/11 GI Bill or Montgomery GI Bill students must charge in state tuition to covered students using their GI Bill, regardless of state residency. The old requirement to enroll within 3 years of separation was removed by the Isakson and Roe Act effective August 1, 2021, so there is no longer a time limit after discharge. State specific extensions to this rule are noted below where applicable. Michigan extends in state tuition rates to all honorably discharged veterans regardless of prior domicile at all public universities.
Dependent education (Children of Veterans Tuition Grant)
Michigan's Children of Veterans Tuition Grant pays up to $2,800 per academic year (lifetime max around $11,200) toward undergraduate study for the children (ages 16-25, Michigan residents) of veterans who were killed in action, are MIA, or are totally and permanently disabled from service.
Hunting and fishing license
Free hunting and fishing licenses for qualifying veterans.
State park entrance
Michigan-registered vehicles displaying a valid Disabled Veteran, ex-Prisoner of War, or Medal of Honor license plate are exempt from the Recreation Passport requirement, which means free vehicle entry to Michigan state parks, recreation areas, and state forest campgrounds. The exemption travels with the qualifying plate rather than a separate pass.
Camping & recreation
Michigan waives the Recreation Passport (required for vehicle entry to all 103 state parks) for residents who hold a Disabled Veteran, ex-POW, Medal of Honor, or Gold Star Family plate, and resident 100%/TDIU disabled veterans get free hunting and fishing licenses.
Burial benefits
Michigan does not yet operate a state veterans cemetery, so eligible veterans and dependents are typically buried at the VA national cemeteries in Michigan (Great Lakes National Cemetery in Holly and Fort Custer in Augusta) at no cost for the veteran's grave, opening/closing, and marker.
Michigan ranks 28 of 51 for rural veterans' access to accredited help: 10.92 accredited representatives per 10,000 veterans, with 32.4 percent of its veterans living rural.
