Maryland fully exempts 100 percent permanent and total disabled veterans from property tax on the homestead, gives free hunting and fishing licenses to resident veterans rated 100 percent, in state tuition at the University System of Maryland, and day-use parking fee waivers at state parks for Disabled Veteran plate holders.

Property tax exemption

Property tax
Threshold: 100 percent permanent and total service connected (Maryland resident)

Full exemption from all state and local property taxes on the primary residence. Transfers to the unremarried surviving spouse.

State income tax

Threshold: Up to $12,500 (under 55) / $20,000 (55+)

Maryland does not tax VA disability compensation. Military retirement pay is partially exempt - Maryland subtracts up to $12,500 (under age 55) or $20,000 (age 55+) of military retirement income; the rest is taxed.

Disabled veteran plates & registration

Threshold: 100% P&T or paid at the 100% rate (free registration); 50-99% (free plate, fees still due)

Maryland issues Disabled Veteran plates free of charge. Veterans rated 100% permanent and total (or compensated at the 100% rate for individual unemployability) also pay no registration fees, and their registration cards and stickers are permanent. Veterans rated 50-99% receive the plate free but still pay annual registration fees and surcharges.

Public employment preference

Threshold: 10 pts veterans/qualifying spouses; +5 ADA disability; +2 former POW; 30%+ noncompetitive hiring

Maryland adds 10 points on any state selection test for eligible veterans, spouses of eligible veterans with a service-connected disability, and surviving spouses of deceased eligible veterans; 5 additional points for an individual with a disability under the ADA; and 2 more for former POWs. A separate Certified Disabled Veteran Hiring Preference lets agencies hire honorably discharged veterans rated 30 percent or higher without a competitive selection process.

In state tuition

Tuition
Threshold: Maryland-resident veteran

Under 38 USC 3679(c) (originally Section 702 of the Veterans Access, Choice, and Accountability Act), every public college that accepts Post-9/11 GI Bill or Montgomery GI Bill students must charge in state tuition to covered students using their GI Bill, regardless of state residency. The old requirement to enroll within 3 years of separation was removed by the Isakson and Roe Act effective August 1, 2021, so there is no longer a time limit after discharge. State specific extensions to this rule are noted below where applicable. The Edward T. Conroy Memorial Scholarship covers tuition for veterans rated 100 percent and the dependents of veterans who died of service connected causes.

Threshold: Veterans and dependents of killed / 100% disabled / POW-MIA veterans

The Edward T. Conroy Memorial Scholarship covers tuition and educational expenses at Maryland colleges for veterans and the dependents of those killed, rated 100% disabled, or POW/MIA from service.

Hunting and fishing license

Free hunting and fishing license for qualifying resident veterans.

State park entrance

State parks
Threshold: Honorably discharged veteran (Maryland resident)

Veterans receive free Maryland Golden Age Lifetime Pass to state parks.

Camping & recreation

Recreation
Threshold: Veterans (free day-use entry)

Maryland waives state-park day-use charges year-round for resident and nonresident veterans, and a Universal Disability Pass offers free lifetime day-use entry for visitors with disabilities.

State veterans cemetery

Burial
Threshold: Eligible resident veterans and dependents

Maryland runs five state veterans cemeteries (Crownsville, Flintstone, Hurlock, Owings Mills, and Cheltenham) with a free plot, opening/closing, and headstone for eligible resident veterans (minimal cost for dependents).
