Kentucky exempts a portion of the assessed value of the primary residence (currently around $46,350 in 2026, adjusted annually) for veterans rated 100 percent service connected, gives free hunting and fishing licenses to resident veterans rated 50 percent or higher, in state tuition at public universities, and free state park lodging stays for Kentucky residents rated 100 percent permanent and total.

Property tax exemption

Homestead Exemption equal to approximately $46,350 of assessed value, adjusted every two years by the Kentucky Department of Revenue.

State income tax

Threshold: Up to $31,110 of retirement income exempt

Kentucky does not tax VA disability compensation. Military retirement pay is partly exempt: Kentucky excludes up to $31,110 of retirement income (and pay for service before 1998 is fully exempt); amounts above the exclusion are taxed.

Disabled veteran plates & registration

Kentucky issues a no-fee Disabled Veteran plate to veterans rated 100% service-connected (and a standard-fee plate for 50-99%), applied for through the County Clerk.

Public employment preference

Threshold: Veterans, current members, and qualifying spouses/parents (interview preference)

Kentucky's veterans preference for competitive classified state and local government jobs is an interview preference, not a points system: qualified veterans who meet the minimum qualifications and submit documentation before the posting deadline must be given an interview at initial appointment. Honorably or generally discharged veterans, current service members, and certain spouses, unremarried surviving spouses, and dependent parents qualify.

In state tuition

Threshold: Kentucky-resident veteran

Under 38 USC 3679(c) (originally Section 702 of the Veterans Access, Choice, and Accountability Act), every public college that accepts Post-9/11 GI Bill or Montgomery GI Bill students must charge in state tuition to covered students using their GI Bill, regardless of state residency. The old requirement to enroll within 3 years of separation was removed by the Isakson and Roe Act effective August 1, 2021, so there is no longer a time limit after discharge. State specific extensions to this rule are noted below where applicable.

Dependent / survivor education

Threshold: Dependents of deceased or 100% disabled Kentucky veterans

Kentucky waives tuition at public colleges and vocational schools for the children, spouses, and unremarried surviving spouses of veterans who died on active duty, died from a service-connected cause, or are rated 100% service-connected disabled.

Hunting and fishing license

Hunting & fishing
Threshold: 50 percent or higher service connected (Kentucky resident)

Disabled Sportsman's License for $12.68 per year for Kentucky-resident veterans rated 50 percent or higher: includes the combination hunting and fishing license, all deer permits, spring and fall turkey permits, the migratory bird/waterfowl permit, and the trout permit.

State park entrance

State parks
Threshold: 100% P&T Kentucky residents (free lodging); POWs (free camping); military (10% camping)

Kentucky-resident veterans who are 100 percent permanently and totally disabled from service-connected causes can stay free at Kentucky State Parks lodges, cottages, or campsites - up to three stays per calendar year, three nights each (Sunday-Thursday during peak periods). Former POWs camp free with a POW card, and military campers get a 10% discount by booking with the Military customer type.

Camping & recreation

Threshold: 100% service-connected (free lodging) / 50%+ (cheap sportsman's license)

Veterans rated 100% service-connected get free overnight lodging or camping at Kentucky State Parks (up to 3 nights per visit, 3 visits a year), and 50%+ veterans can buy a Disabled Sportsman's License for $12 a year.

Threshold: Eligible veterans, spouses, dependents

Kentucky runs five state veterans cemeteries (Fort Knox, Fort Wright, Greenup County, Hopkinsville, and Hyden) with a free plot and interment for eligible veterans.
