Kansas
Kansas offers a base-year property tax refund (SVR, form K-40SVR) for veterans rated 50 percent or higher, free hunting and fishing licenses for resident veterans rated 30 percent or higher, in state tuition at Kansas Board of Regents universities, and reduced state park fees for disabled veterans.
Kansas Department of Veterans AffairsProperty tax exemption
Property Tax Relief Claim for Seniors and Disabled Veterans (form K-40SVR, the 'SVR' refund) refunds the amount by which the current year's property tax on the primary residence exceeds the tax in the claimant's base year - effectively freezing the homestead tax at the base-year level - for veterans rated 50 percent or higher and their surviving spouses, subject to the program's household income and appraised-value limits. The separate general Homestead Refund (K-40H) tops out at $700.
State income tax
Kansas does not tax VA disability compensation, and military retirement pay is fully exempt from Kansas income tax.
Disabled veteran plates & registration
Kansas issues the first Disabled Veteran plate with no registration fee to residents rated 50%+ (or with loss of use of hands/feet or visual impairment); personal property tax on the vehicle still applies.
Public employment preference
Kansas gives eligible veterans (and their spouses) preference in state hiring, promotion, and layoff retention - for those with a campaign medal, a service-connected disability, or as the spouse of a 100% disabled veteran.
In state tuition
Under 38 USC 3679(c) (originally Section 702 of the Veterans Access, Choice, and Accountability Act), every public college that accepts Post-9/11 GI Bill or Montgomery GI Bill students must charge in state tuition to covered students using their GI Bill, regardless of state residency. The old requirement to enroll within 3 years of separation was removed by the Isakson and Roe Act effective August 1, 2021, so there is no longer a time limit after discharge. State specific extensions to this rule are noted below where applicable.
Dependent / survivor education
The Kansas Hero's Scholarship provides free tuition and fees for up to 10 semesters at state schools for the dependents of veterans who were killed in action, MIA, POW, or are permanently disabled (first-come, first-served).
Hunting and fishing license
Free or reduced fee resident hunting and fishing licenses.
State park entrance
Reduced fee state park entrance permit available for qualifying veterans.
Camping & recreation
Kansas offers veterans with a disability plate or placard a discounted annual state-park vehicle permit (about $13.75), and veterans rated 30%+ get free permanent hunting and fishing licenses.
State veterans cemetery
Kansas operates four state veterans cemeteries (Fort Dodge, Fort Riley, WaKeeney, and Winfield) with no-fee burial for eligible veterans and their dependents.
Kansas ranks 29 of 51 for rural veterans' access to accredited help: 8.32 accredited representatives per 10,000 veterans, with 28.8 percent of its veterans living rural.
