VA Form 21-0538: Dependent Verification Process Under Review

VA is seeking public comment on a revision to the form it uses to verify whether dependents on a veteran's compensation claim still qualify for additional payments. This is not a change to who qualifies as a dependent - it is a review of the paperwork process itself, prompted by an increase in the estimated number of people completing the form each year.

What would change

  • VA Form 21-0538 would be revised from its currently approved version
  • The estimated number of respondents completing the form is now 138,197 per year
  • Total estimated burden on respondents would be 23,033 hours per year, at about 10 minutes per person
  • Each veteran is expected to complete the form only once per review cycle
  • VA must get updated approval from the Office of Management and Budget before using the revised form

This is a proposal under the Paperwork Reduction Act, not a final rule, and nothing changes until the review process is complete.

We filed a comment on this rule

The Veteran Benefit Desk recommended changes on the federal record on August 17, 2026. We support dependency verification and asked VA to resolve verifications from records it already holds where possible, support the 10 minute burden estimate with real measurement the way it measures its own processing time, make the deadline and consequences clear on the form, and complete and prepopulate the online verification flow.
