VR&E Benefits: VA Proposes Faster Processing When Veterans Ask to Stop or Reduce

VA proposes to remove the required 30-day waiting period before acting on a veteran's own request to stop, pause, reduce, or give up their Veteran Readiness and Employment (VR&E) benefits under Chapter 31. Right now, that waiting period applies even when the veteran is the one asking for the change, which can block the veteran from switching to a different VA benefit program in the meantime. The proposal would let VA act right away on the veteran's request and send a written confirmation afterward.

What would change

  • VA could act immediately when a veteran asks to forgo, suspend, reduce, or end their Chapter 31 VR&E benefits - no 30-day wait required.
  • Instead of a notice sent before the action, VA would send a written confirmation after the action is taken, which would include the veteran's appeal rights.
  • The regulation would also be updated to clarify that advance notice is not required in cases involving a dependent reporting error, a veteran's death, or other unexpected circumstances that cause a payment change.
  • The word 'decisions' would be added to the regulation alongside 'findings' to make clear the rule covers both types of actions affecting a veteran's benefits.
  • Removing the waiting period is meant to reduce the risk of overpayments that can occur when a payment change is delayed.

Who this affects

This proposal affects veterans who are currently enrolled in the Chapter 31 VR&E program and who choose to request a change to or end their own benefits or services. Veterans who do not request such changes would not be directly affected.
