Before VA can publish most significant rules, the Office of Management and Budget reviews them behind closed doors. We watch OMB's public review list every day and keep a permanent archive of every VA review since 2001, so you can see what is coming before it appears in the Federal Register.
Why this list matters. When a VA rule shows up here, the drafting is done and the rule is in its final clearance step. When a review concludes, publication usually follows within weeks. OMB overwrites this list in place; we archive it so the record of what sat at the desk, and for how long, never disappears.
