Veterans often use 100 percent and Permanent and Total interchangeably. They are not the same: the percentage measures how disabling the condition is, while P&T adds a finding that it is not expected to improve, and that second finding is what unlocks Chapter 35 education for dependents, protection from routine reexaminations, and many state level benefits.
What it means
Permanent and Total status means the VA has determined that the veteran is totally disabled and not likely to improve.
Why it matters
P&T status can affect Chapter 35 dependent benefits, future examinations, and certain state benefits.
