Rating Schedule Modernization

VA has been rewriting the Schedule for Rating Disabilities, 38 CFR Part 4, body system by body system to replace criteria that in some cases dated to 1945. Each rewrite changes how new claims are rated. This docket tracks every rating schedule rule as it moves through the Federal Register, along with oversight findings and our own filings.

Full grant received August 11, 2026: issue-based rating accuracy and error category counts for every regional office across four 12-month review windows (FY 2023 through May 2026), plus separate accuracy figures for the three Decision Review Operations Centers. Report in preparation.

The final rule (89 FR 19735) added or revised more than 50 diagnostic codes. IBS became compensable at a minimum of 10 percent, GERD received its own diagnostic code, and celiac disease was rated under a dedicated code for the first time.

VA proposes a full rewrite of the mental disorders formula

The proposed rule (87 FR 8498) would rate mental disorders across five functional domains, guarantee a minimum 10 percent rating for any service connected mental disorder, and drop the requirement of total occupational impairment for a 100 percent rating. The rule has not been finalized.

Musculoskeletal and muscle injury criteria take effect

The final rule (85 FR 76453) updated ratings for the musculoskeletal system, removed obsolete conditions, and added diagnostic codes. Claims pending on the effective date were rated under whichever criteria were more favorable.
